A Pipeline In Theory, But Never In Practice

Albertans want a pipeline to the western coast.* Asiatic customers want a pipeline to the western coast. Producers, consumers, and international parties alike want a pipeline to the western coast.

 

But there’s a problem.

 

In spite of this impressive support for a pipeline to the western coast, a few spoiled, self–serving politicians support anything but. They would rather impoverish their people, which is what they’re doing right now, than invite blessing and benefit for all.

 

For this unfortunate reason, if Alberta wants to build a 1,000,000bpd pipeline to the coast, it needs to clear three objections first:

 

1.Bill C–69

Economically, Bill C–69 might be the most damaging law ever passed in Canadian parliament. Not only does it give the Federal Cabinet power to approve or deny energy projects at their leisure, but it gives them the right to do so during the project’s operation.



 


That is problematic for any industry, let alone the energy markets where pipelines cost $billions and take decades to recover their investment. No assurance of production for investors? Be assured that no investor will try to produce.

 

2.Bill C–48

Here is a strange and unexplainable thing. Somehow, marine life is negatively affected by tankers carrying 12,500 tonnes of cargo, but isn’t at all affected by ships carrying 12,499 tonnes of oil.

 

Surely, this is one of the ocean’s most curious idiosyncrasies. That Orcas should somehow be able to evade any and all cargo ships hauling less than 12,500 tonnes of freight, but suddenly be rendered inert when a ship hauls more than 12,500 tonnes of freight, is unbelievable.

 

Nevertheless, protecting marine life is officially why Bill C–48 was passed. It bans all tankers carrying 12,500+ tonnes of oil off the northern B.C. coast while allowing all other ships to proceed as they wish.

 

This means that it’s one thing for Alberta to build a pipeline to Kitimat; it’s another thing entirely to get that oil out of Kitimat. Alberta can apply for and build all the pipelines to Kitimat it wants; those pipelines are impotent unless the oil can be loaded onto ships and sent across the sea.

 

3.Bill C–50

It might look harmless enough, but C–50 is a boa constrictor that slowly, silently, strangles its prey without second thought. It’s a bill that “support(s) the creation of sustainable jobs for workers and economic growth in a net-zero economy.”** It might as well be a bill that “supports the destruction of (truly) sustainable jobs for workers and economic growth in an oil–abundant economy.”

 

The truth is that this Bill is as deadly for Alberta’s oil industry as C–48 or C–69 is. The Federal government actively involving itself in the suffocation of oil is not just a concern, but a plain warning for investors and pipeliners alike that Canada is hostile to oil, gas, and common sense.

 

But at the same time, Ottawa continues to clamour for those very benefits they are presently rendering unreachable. They love the money Alberta’s oil produces, but they do not love the oil. They love the prestige our proven reserves provide, but they do not love the process of taking those reserves out of the ground. They cut out our economic heart but demand it pump more blood through Canada’s cold veins. They sink Alberta but expect it to keep the nation afloat.

Excellent article Tanner. This latest grasping of pipeline straws by Premier Smith is nothing more than a last ditch attempt to save face with her voter base, after assuring Albertans she has had “good dialogue” with Mr Carney with respect to energy projects. Having worked in the pipeline construction industry for decades and now being unemployed from the industry for over two years now, the writing was on the wall for years. Any work that was approved Pre Trudeau era would be completed, no new work would be approved. Coastal Gas being the last major project. This was common knowledge in the industry. The posturing by politicians of all colour is nothing more than just that.. posturing. They already know…
